On 16 May 2024, the Department for the Environment, Food and Rural Affairs (Defra) published its consultation on the Alternative Transitional Registration model (ATRm) under the UK Registration, Evaluation and Authorisation of Chemicals regulation (UK REACH). The deadline to respond to this consultation is 25 July 2024.

Scope of the consultation
Defra, the Health and Safety Executive (HSE) and the Environment Agency (EA) have been working with industry to develop an alternative model to register chemicals under UK REACH. This consultation focusses on the data submission requirements for chemicals that were already registered under EU REACH and must be re-registered under UK REACH to continue to be sold in the GB market. The ATRm proposes alternative registration requirements to make it more feasible for industry and support chemicals businesses.
The consultation also seeks stakeholders’ views on the below additional topics for UK REACH, not related to the ATRm:
- Proposals to change the restriction and reporting processes;
- Proposals to increase protection against unnecessary animal testing and ensure that the “last resort” principle is met.

CTPA work and support
CTPA will respond to this consultation on behalf of the cosmetics industry; however, companies are strongly encouraged to also submit their own responses. CTPA will be providing support to companies by organising a webinar to outline the scope of the consultation and CTPA response. We will communicate the date of this webinar and any further information soon.
