OPSS Delivery Report for 2025/2026

On 5 August 2026, the Office for Product Safety and Standards (OPSS) published the annual delivery report for the year 2025/26, describing their activities and impact over the year, as well as highlighting their achievements and mapping them against the five strategic objectives:

  • Delivering protection through responsive policy and active enforcement;
  • Applying policies and practises that reflect the needs of citizens;
  • Enabling responsible businesses to thrive;
  • Co-ordinating local and national regulation;
  • Inspiring confidence as a trusted regulator.

The report explores the ongoing work around Product Safety through the Product Regulation and Metrology (PRAM) Act, including the consultations published in March 2026. The report also looks at sector specific work, including cosmetics, where there was targeted market surveillance projects, including work on melanotan products and sunscreens.

The Scientific Advisory Group on Chemical Safety (SAG-CS) are also featured for the OPSS’s continuation of referral to their opinion in the risk management and regulatory decision making for cosmetic ingredients.

The full report can be accessed here. CTPA continues to work with OPSS to help towards the development of UK cosmetic regulations and the regulatory processes supporting the cosmetics industry.
