UK pEPR Amending SI

CTPA would like to inform members that it recieved a letter from Emma Bourne OBE, concerning an amending packaging Extended Producer Responsibility (pEPR) Statutory Instrument (SI) that was laid in Parliament on 3 November 2025. If the legislation is passed, it will enter into force on 1 January 2026.

  • Producer Responsibility Organisation (PRO)
  • Offsetting for Closed Loop Recycling Systems
  • Operability changes
  • Dual-use packaging
  • Reforming the Packaging Recovery Note (PRN) System
  • Improving Efficiency and Effectiveness of Local Authority Packaging Services

Please note that the amending SI will introduce the powers to appoint a PRO.  The PRO will be an independent, not-for-profit, producer-led body working alongside PackUK in delivery of the pEPR scheme. The application process for the PRO opened on 3 November 2025 and will close on 12 December 2025. Further details are available here

CTPA is supporting the application of UK Packaging PRO, the joint application led by the Food and Drink Federation (FDF) and the Industry Council for Packaging and the Environment (INCPEN).

PackUK intends to appoint the PRO in March 2026.
