New Bill to enable changes to the UK regulatory framework for consumer products.
On 5 September 2024, the Department for Business and Trade (DBT) introduced the Product Regulation and Metrology Bill to the House of Lords. The Bill has been drafted as an enabling bill with a broad scope, aimed at providing DBT and the Office for Product Safety and Standards (OPSS) with the relevant powers to make changes to the UK regulatory framework for consumer products and manufactured goods, including cosmetic products. The application of this Bill is intended to cover the entirety of the UK, and establishes regulatory definitions regarding products and online marketplace responsibilities, as well as providing for enforcement requirements and looking at the legal metrology framework.

To note, this Bill does not directly change the regulatory framework for cosmetic products, and CTPA will be seeking reassurances from the UK Government that future legislation does not undermine the UK Cosmetics Regulation. Additionally, in the same way, the Bill does not mandate in itself any divergence or alignment with EU regulations but enables this to happen should the Government be inclined to do so.
