On 3 November 2025, the Office for Product Safety and Standards (OPSS) published an independent research report exploring the attitudes to product safety among small businesses.
OPSS is the national regulator for all consumer products (excluding vehicles, medicines and food) and aims to develop business understanding of their regulatory obligations. In 2018, OPSS launched its Strategic Research Programme and strategy for strengthening product safety, which was subsequently updated in 2022. As part of the ongoing research for these initiatives, OPSS commissioned research of small and medium-sized enterprises (SMEs), including those of the cosmetic sector, to explore how smaller businesses prioritise and treat product safety and their awareness of their responsibilities.
