Annual OPSS Delivery Report and PSD Report Published for 2024-2025. 

OPSS Product Safety Database (PSD) Report 2024-2025 

On 10 July 2025, the Office for Product Safety and Standards (OPSS) published its annual report for its Product Safety Database (PSD) for the years 2024-2025. 

The report takes data from the weekly reports issued on the PSD by market surveillance authorities which alert of products found to pose a risk to the health and safety of consumers.  The weekly reports only cover non-food consumer products; they do not cover food and drink, vehicles, or medicines and medical devices.  

The analysis of PSD data can highlight to OPSS where there may be emerging safety for specific products or within certain sectors.  This can help to drive OPSS regulatory activity and target market surveillance activity. 

The report found that between 1 April 2024 and 21 March 2025, 1418 notifications were received on the PSD, covering 1792 products.  The most frequently notified product category was electrical appliances and equipment (26%), followed by toys (19%) and then cosmetics (12%).

OPSS Delivery Report 2024-2025 

On 30 July 2025, OPSS published a delivery report describing their activities and impact, and highlighting their achievements over the year 2024/25, mapping them against the five strategic objectives. 

  • Delivering protection through responsive policy and active enforcement; 
  • Applying policies and practises that reflect the needs of citizens; 
  • Enabling responsible businesses to thrive; 
  • Co-ordinating local and national regulation; 
  • Inspiring confidence as a trusted regulator. 

The report highlights the recent introduction of the Product Regulation and Metrology Act (PRAM).  The Act will allow for the UK Government to address modern safety issues and technological developments, ensuring the continuous supply of safe products, including that on online marketplaces. 

The report also highlights the amendments to the Cosmetic Regulation through three Statutory Instruments (SIs).  The Scientific Advisory Group on Chemical Safety (SAG-CS) are featured for the OPSS’s continuation of referral to their opinion in the risk management and regulatory decision making for cosmetic ingredients.
