On 8 August 2025, the Health and Safety Executive (HSE) published its final opinion on the proposed mandatory classification of tea tree oil under the GB Classification, Labelling and Packaging (CLP) Regulation.
The final opinion on tea tree oil removes the proposed mandatory classification for this ingredient as a CMR 1B (reprotox); this is in disagreement with the HSE technical report and the EU RAC opinion. Since the publication of the HSE technical report, the HSE was provided with additional information about the differentiation of route of exposure relevant for the assessment of reproductive toxicity, that was not considered previously. In addition, HSE has been made aware of additional new studies that may lead to a change in hazard identification.
Therefore, the mandatory classification of tea tree oil will be re-assessed in the near future as part of the Article 37A of the GB CLP process, which will allow submission of additional data and relevant information on policy and socio-economic impact to further inform a mandatory classification proposal.
