France Labelling Requirements for Cosmetics

Draft decree for labelling of cosmetics made available to consumers in bulk packaging.

On 21 November 2023, the French Government notified to the EU Technical Regulation Information System (TRIS) a draft Decree aiming to legislate a new framework in French law for labelling requirements for cosmetic products sold in bulk.  The stated aim is to avoid, as much as possible, any lack of product safety information to consumers including allergy risks, storage conditions or precautions for use.

The Decree requires that the labelling information as per Article 19 of the EU Cosmetic Products Regulation (CPR) shall be brought to the attention of the purchaser by any visible and legible means, including by electronic means.  The decree is applicable to cosmetic products which are sold without pre-packaging, or which are packaged at the point of sale at the request of the buyer, or pre-packaged for immediate sale.

The TRIS notification is open for comments until 22 February 2024.
