UK Government ‘Smarter Regulation to Grow the Economy’ policy paper

On 11 May 2023, the UK Government published the ‘Smarter Regulation to Grow the Economy’ report, the first in a series of deregulation announcements expected this year.

The report includes the UK Government commitment to:

  • make changes to the Better Regulation Framework to incorporate principles established in the ‘Benefits of Brexit’ report, including a greater emphasis on proportionality;
  • ensuring regulation is a last-resort option for regulators, giving more consideration to non-regulatory approaches such as guidance and standards;
  • introduce changes to employment and work regulations;
  • providing a steer to regulators such as the Competition and Markets Authority (CMA).

Alongside these measures, the UK Government announced they will be amending the Retained EU Law (Revocation and Reform) Bill (REUL Bill) to be clear which laws will be revoked at the end of the year, while retaining the powers to continue to amend EU laws after proper assessment and consultation.
