The report sets out the work delivered by OPSS with product regulation, authorities, and partners.
On 19 November 2024, the Office for Product Safety and Standards (OPSS) published a delivery report describing their activities and impact, and highlighting their achievements over the year 2023/24, mapping them against the five strategic objectives:
- delivering protection through responsive policy and active enforcement;
- applying policies and practices that reflect the needs of citizens;
- enabling responsive business to thrive;
- co-ordinating local and national regulation;
- inspiring confidence as a trusted regulator.
Key activities in the cosmetics sector are highlighted in the report, including the triage of 90 serious undesirable effect (SUE) notifications for cosmetics, targeted test purchasing of non-compliant cosmetics online, and an increase in funding at the border allowing enforcement officers to refuse non-compliant products from entering the UK.
The report highlights the proactive market surveillance and investigations OPSS conducted alongside Trading Standards in the cosmetics sector, highlighting compliance issues around ascertaining authorised representatives in the UK, ensuring that formulations comply with the UK Cosmetics Regulation (UKCR), and notifications to the UK Submit Cosmetic Product Notification (SCPN) portal were in place and updated. CTPA have worked with OPSS to ensure that members and the wider industry are aware of their obligations under the legislation.
The Scientific Advisory Group on Chemical Safety (SAG-CS) are featured for the continuation of OPSS referring to their opinions which inform the risk management process and regulatory decision making for cosmetic ingredients.
