CTPA would like to inform members that at the Joint Stakeholder Forum hosted on 1 April 2025 by the Department for Environment, Food and Rural Affairs (Defra), an update was provided on modulated fees, and proposals are now available for comment. Relevant slides providing further details on this topic are available to download.
A methodology has been developed for applying the Recyclability Assessment Methodology (RAM), to determine the modulated fees that producers will be required to pay in future years of EPR. The proposal includes the introduction of escalating modulation factors that increase over time.
According to the slides presented:
- In 2026, packaging with a Red RAM rating would incur a fee of 1.2 times the base fee.
- In 2027, this would increase to 1.6 times the base fee.
- By 2028, the fee would further rise to 2 times the base fee.
Under the proposal, an Amber RAM rating would attract the base fee, while a Green RAM rating would qualify for a discount, calculated based on the surplus funds collected from Red-rated packaging.
