The self-tanning and hair dye ingredient dihydroxyacetone (DHA) is not currently listed in the Annexes to the UK or EU Cosmetics Regulations. However, DHA is expected to be added to Annex III of the EU Cosmetics Regulation in mid-2021. The Annex III entry will permit DHA at a maximum concentration of 6.25% as a hair dye substance in non-oxidative hair dye products and at a maximum concentration of 10% in self-tanning products. Further information is available here.
The UK Government intends to conduct an assessment of DHA prior to adding it to the UK Cosmetics Regulation. If any cosmetics suppliers, manufacturers or brands have an interest in supporting uses of DHA in the UK additional to those in the upcoming EU Annex entries, please contact CTPA by Friday 28 May.
