DSC survey on the application of the EU CLP Regulation changes in Northern Ireland.
The Windsor Framework Democratic Scrutiny Committee (DSC) are gathering views on the application of Regulation (EU) 2024/2685 amending Regulation (EC) 1271/2008 on Classification, Labelling and Packaging of substances and mixtures (CLP). The DSC have launched a survey, aimed at collecting views on whether applying or not applying the amendments to the CLP regulation would have a significant impact specific to everyday life of communities in Northern Ireland in a way that is liable to persist.
The survey can be accessed here and the deadline to complete the survey is 8 December 2024.
The survey consists of 3 questions to be answered:
- Does it appear likely that the EU act would have a significant negative impact specific to everyday life of communities in Northern Ireland in a way that is liable to persist?
- Does it appear likely that NOT APPLYING the EU act would have a significant negative impact specific to everyday life of communities in Northern Ireland in a way that is liable to persist?
- Are there any other matters regarding the EU act that you wish to draw to the Committee's attention? Please note, any information provided should be of an evidential nature rather than a commentary.
Please note that the DSC has previously gathered evidence on the act when it was at proposal stage and not yet notified to the committee, and that evidence can be accessed here, which can be complemented by further information on the proposal, here. The Department of Economy assessment of impact has already raised the matter of divergence and the possible implication to trade, the initial cost of compliance being higher in relative terms to SMEs, and reflect the ongoing engagement with the Health and Safety Executive (HSE) regarding the application of CLP within the GB context.
CTPA does not intend to respond to the survey on this occasion but encourage company participation where specific impacts may be shared.
