On 19 November 2025, the European (EU) Commission published a guidance document on the General Product Safety Regulation (GPSR) to help businesses better understand their obligations under the Regulation, including the use of Safety Business Gateway.
The Regulation has been in force since 13 December 2024 and concerns all consumer products on the EU market. However, not all provisions of the EU GPSR are applicable to cosmetic products, as cosmetic products are regulated under the EU Cosmetic Products Regulation (CPR) which imposes specific safety requirements. The GPSR only applies to risks, or categories of risks, which are not covered by the CPR requirements.
