DBT Explanatory Memorandum of EU Omnibus VIII.

As per this news item, on 13 January 2026 the European Commission published Commission Regulation (EU) 2026/78, also known as CMR Omnibus 8th, which implemented into the EU Cosmetic Products Regulation (CPR) the 22nd Adaption to Technical Progress (ATP) to the EU Classification, Labelling and Packaging (CLP) Regulation.   

This legislation is not applicable on the Great Britain (GB) market, which follows the UK Cosmetics Regulation (UKCR).  However, under the Windsor Framework, the EU CPR applies to cosmetic products placed on the market in Northern Ireland, subsequently meaning these updates to the technical annexes will also apply to cosmetic products placed on the market in Northern Ireland. 

The Department of Business and Trade (DBT) has published an Explanatory Memorandum which outlines the new requirements of the Regulation and how they will apply in the UK and Northern Ireland. The document can be accessed here. 

These changes will apply to cosmetics placed on the NI market after the Regulation entry force date of 1 May 2026 which will be the making available on the market deadline (off-shelf).
