UK EPR – Four Nations Policy Statement

CTPA would like to highlight that on 27 February 2025, the four nations published a joint policy statement on UK Extended Producer Responsibility (EPR) for packaging, outlining the intended environmental outcomes of the policy and how they will be achieved.

The intended outcomes include:

  • the use of environmentally sustainable packaging; 
  • the prevention of packaging becoming waste; 
  • an increase in the reuse of packaging, and in the quantity and quality of packaging materials recycled; and 
  • a reduction in the packaging material placed on the market.

The key measurables include:

  • producer base fees and modulation;
  • local authority efficient and effective management of packaging waste;
  • public information campaigns; and
  • measuring and reporting on progress.

The statement also confirms that the Scheme Administrator, PackUK, must publish a ‘Strategy’ no later than June 2025, as well as an ‘Operational Plan’ no later than 28 February each year, meeting the requirements detailed in Schedule 7 to The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024
