DESNZ HTA Research – Online Survey

CTPA would like to highlight that City Science is working with the Department for Energy Security and Net Zero (DESNZ) to conduct research on hard-to-abate industrial sectors in the UK.

We are delivering a major research programme for the DESNZ to build robust, up-to-date evidence on four of the UK’s hard-to-abate industrial sectors: refining, chemicals and pharmaceuticals, cement, and lime. Together, these sectors accounted for 39% of UK industrial emissions in 2023 and play a critical role in the UK economy. The project will directly inform future government policy and industrial strategy by exploring sector competitiveness, decarbonisation pathways, and long-term growth opportunities.

As part of this work, we are running a short survey to capture insights that cannot be drawn from public data alone. The survey gathers evidence on energy use, emissions, decarbonisation options, constraints, supply-chain dependencies, and the real-world barriers organisations face. Responses will be used to build a more accurate, nuanced picture of the sector and to identify where targeted government support, including technologies, funding mechanisms, and policy interventions could have the greatest impact.

Strong participation from companies of all sizes is essential. A high response rate, particularly from SMEs, will ensure the evidence reflects the diversity of processes, products, locations, and business models across the sector. This is a direct opportunity for organisations to share what is most affecting their competitiveness today and what support is needed to enable a viable, low‑carbon future for the UK chemicals sector.
