Post-Brexit, the UK set in place a domestic Classification, Labelling and Packaging (GB CLP) Regulation to ensure a high level of protection of health and the environment. GB CLP requires manufacturers, importers or downstream users of substances or mixtures to classify, label and package chemicals appropriately before placing them on the market.
Finished cosmetic products (ready for sale to the consumer) are exempt from the requirements of the GB CLP Regulation. However, cosmetic ingredients as raw materials or cosmetic mixtures (such as bulk of a cosmetic that is not in the finished state) fall under the remit of the GB CLP Regulation.
