Companies will be aware that sodium fluoride is going through harmonised classification as a CMR (reprotox) and endocrine disruptor under the EU Classification, Labelling and Packaging (CLP) Regulation. The official submission of classification proposal expected in April 2025.
The outcome of the above assessment will require an Article 15 (of the EU Cosmetic Products Regulation) exemption dossier to be submitted to the EU Scientific Committee on Consumer Safety (SCCS), in order to demonstrate safety for continued use of sodium fluoride in cosmetic products.
A ban of sodium fluoride may result in the banning of all fluorinated agents used in oral cosmetic products and fluorides are the only known ingredients providing cavity protection. Consequently, a ban would have a high impact on the use in toothpaste and mouthwash.
Therefore, Cosmetics Europe launched a call for interest in participating to the ingredient defence pre-consortium task force for sodium fluoride and submit the Article 15 of the EU CPR exemption dossier. The scope of the consortium will be defined after the discussion with the interested members.
