On 23 June 2025, the Health and Safety Executive (HSE – the GB chemicals regulator) launched a public consultation on its chemicals legislative reform proposals. The HSE is proposing changes to a number of chemicals legislation to reduce burdens, whilst maintaining existing levels of health and environmental protection. The chemical legislations in scope of this reform are: the GB Biocidal Products Regulation (GB BPR), Classification, Labelling and Packaging of Chemicals Substances and Mixtures (GB CLP) and Prior Informed Consent for the Export and Import of Certain Hazardous Chemicals (GB PIC). Cosmetic ingredients are impacted by the GB CLP Regulation; CTPA will therefore prepare a response to this consultation in respect of the GB CLP Regulation. Companies are also encouraged to submit their responses, and also cover the other legislations if relevant.
