Heliotropin - Call for Participation in Ingredient Defence Consortium

Companies will be aware that heliotropine, an important fragrance ingredient, is going through harmonised classification as a CMR 1B (reprotox) under the EU Classification, Labelling and Packaging (CLP) Regulation. 

Cosmetics Europe (CE – the European personal care association) and IFRA (the International Fragrance Association) have been analysing the possibility to submit an exemption dossier under Article 15 of the EU Cosmetic Products Regulation (CPR) .  The outcome of this assessment is as below:

  • it is possible to define safe levels of heliotropin in cosmetic products and the safety of this ingredient can be demonstrated;
  • heliotropin is an approved food ingredient;
  • there is a chance to demonstrate the absence of suitable alternatives at least for some cosmetic product types.

Therefore, Cosmetics Europe launched a call for interest in participating to the ingredient defence consortium for heliotropine and submit the Article 15 of the EU CPR exemption dossier.  Companies interested in participating to this consortium work, please contact [email protected] by 12 December 2024.

At the same time advocacy efforts are ongoing with the objective to delay or even revert the classification of Heliotropin in the CLH process.
