The Environment Agency (EA) is preparing to undertake enforcement activities on D4 and D5 in wash-off cosmetic products. D4 and D5 are restricted for use in wash-off cosmetic products at 0.1% under UK REACH; this restriction was published in 2018.
The EA is therefore seeking to carry out a compliance check through a comms led campaign to determine the current scale of prohibited items being placed on the market within or to the United Kingdom. We are aiming to remove non-compliant items from sale and educate sellers and manufacturers of the restrictions and their responsibilities. More details can be found in this briefing note by the EA.
Companies are encouraged to ensure compliance with the UK REACH restriction on D4 and D5 in wash-off cosmetic products. Furthermore, D4 is also banned for use under the UK Cosmetics Regulation further to its addition to Annex II of the UK Cosmetics Regulation in 2019.
