UK EPR Scheme Administrator - PackUK and CTPA Statement

CTPA is pleased to welcome the launch of PackUK to administer the Extended Producer Responsibility for packaging (pEPR) Scheme.

Sustainability is vitally important to us all, to our planet and to our industry.  The cosmetics and personal care industry is committed to acting within the planet’s limit.  CTPA has been implementing its Sustainability Strategy, Driving Towards a Net Positive Cosmetics Industry, with its members since 2018.

The cosmetics industry is supportive of a world-class producer-led EPR scheme for packaging, and EPR is a key ask of the CTPA Agenda for Government, under the pillar of Sustainability.  It is important that industry has direct participation in the EPR consultation processes. In addition, industry asks that detailed information on the EPR requirements, not broad intentions, are communicated as a matter of urgency in order for companies to have sufficient time to prepare.  CTPA has been engaging with Defra (Department for Environment, Food and Rural Affairs) on this incredibly important issue.  CTPA is working with and for members to help them understand the implications of the EPR laws.

CTPA is delighted that Dr Margaret Bates, former Managing Director of the On-Pack Recycling Label (OPRL), was appointed to the role of Head of the UK EPR for Packaging Scheme Administrator last year.

The launch of PackUK, the Scheme Administrator for the Extended Producer Responsibility for Packaging (pEPR) programme, is to be welcomed.  It is vitally important that industry has clarity in its obligations and sufficient to time to implement requirements and plan for the increased fees, especially at a time of many other financial burdens.  We also believe that producers must be central to the operation and design of the scheme.  With PackUK now in place, we look forward to a nation-wide, coordinated approach to EPR in order to achieve efficiency and deliver the desired environmental outcomes.
