We are living in interesting, some might say turbulent, times. I often say that challenges are inevitable. Importantly, however, for businesses, Trade Associations have a key role to play in tackling them. This is equally true for UK, EU and global considerations. This is why CTPA is so widely connected, such as being an active participant at the IAC (International Associations Collaboration) – as I mentioned in my February Insights.
European Association Connection
Critically, CTPA has remained post-Brexit a full member of Cosmetics Europe, the European personal care association, and is actively represented in many committees and workstreams, not least the Active Association Members College. There are so many issues common to each country and it is vital that there is an effective, strong, viable and credible network of Associations across Europe. We all provide best practices, expertise, advice and skills, training, monitoring and information tools, which are of great benefit for all our members. CTPA, like all its European sister associations, helps to implement Cosmetics Europe’s key deliverables as well as focussing on our own ambitious workplan.
Public Affairs and Advocacy
An important aspect of the CTPA workplan is the Association’s advocacy.
Positive engagement with key Government departments is an almost daily part of the CTPA Team’s work. This includes DBT (Department for Business and Trade), DEFRA (Department for Environment, Food and Rural Affairs), DSIT (Department for Science, Innovation and Technology), EA (Environment Agency), HSE (Health and Safety Executive), the Home Office and OPSS (Office for Product Safety and Standards).
In addition to this, and based on the aims of the CTPA Agenda for Government, I and many of my colleagues have been in correspondence with several Ministers seeking support on key issues facing the industry. Examples include:
- Obtaining Ministerial support on CTPA’s concerns over a new Private Members’ Bill proposing to restrict the use of biocides in consumer products, which could include preservatives in cosmetic products. CTPA wrote to the Parliamentary Under Secretary of State at DBT and received a response from the Minister. During the second reading of the Bill, the Government Lord’s Minister referenced CTPA’s letter as part of his explanation that the Government does not support the Bill in its present form.
- Attending a Defra Ministerial Roundtable on chemicals, to share the impacts and burdens that UK REACH will place on industry, with little benefit to human and environmental health. A key ask to the Minister and high-level Defra officials is a delay to the UK REACH registration deadlines for two-three years as well as a postponement of the proposed Alternative Transitional Registration model (ATRm) – and to make these announcements as soon as possible for businesses to have regulatory certainty.
- Ongoing discussions with a key member of the House of Lords on UK REACH and other important issues.
- Arranging a meeting with the Defra Minister for the Circular Economy on the Extended Producer Responsibility for Packaging (EPR) and take-back schemes.
- CTPA has not only engaged with Defra on UK REACH and EPR, but also with No.10 and DBT to raise our concerns. We will continue to engage with PactUK, the Scheme Administrator for EPR, to support industry views on this critical issue.
- Engaging with DBT on the impacts of US tariffs, and working with members on submitting a response to the Government’s request for input.
The role of CTPA for its members and the industry is, therefore, crucial.
