    The UK in the
Global Landscape
6 by Nicholas Shaw Núñez, Head of International Growth & Regulatory Services, CTPA
Change comes to those who wait.
For the cosmetics industry this change
has come in the form of regulatory shifts during this past year that will carry
forth great opportunities, albeit not without some challenges. The increased importance of setting the United Kingdom
firmly on the international landscape is evident, now that we no longer belong to an international association of countries that provides stability on the regulatory framework. For the next few years, the UK will be amongst the countries that are variable and fluctuating while the regulatory landscape stabilises and the new systems are implemented. There is
a real chance for the cosmetics industry to learn from our international counterparts and ensure that our key relationships remain beneficial. Instrumental to these relationships will be the negotiations for new Bilateral Agreements, including Free Trade Agreements.
The CTPA remains committed in its support to the UK cosmetics industry and the ability to access a global market. During 2019, an International Strategy for CTPA was set in place that will see us through the next five years and set the pace for our future. The premise of the strategy has been centred around a simple idea: the need to adapt, learn and focus.
Adaptation to a new environment requires the examination
of what is within our scope and what might bring a
challenge to our cosmetics industry. This brings new topics to the forefront which could have a drastic impact on the way we establish our international presence, such as bilateral agreements and trade. While the regulatory landscape remains a priority within the activity of CTPA, the strategy includes the need to learn not only how to better understand the new topics but also how to harness these into the freedom for the UK cosmetics industry to reach out to the world. Focussing on the areas where there are real advantages or opportunities will be essential, from marketing and demand to the ability to overcome Technical Barriers to Trade.
This focus will come from a concrete priority setting, in which our commercial advantage in certain countries together
with the focus and engagement of our Department for International Trade (DIT) as the Free Trade Agreements are negotiated and our influence to resolve market access
issues will be taken into account.
The UK Government established priorities for the international trade agreements during 2019, including the United States, Japan, Australia and New Zealand. The DIT has engaged with trade associations, including CTPA, to understand what UK
sectors might stand to gain from these. These negotiations can provide a greater opportunity for the cosmetics industry to raise its profile in these countries and, if so, then the information we have about trade will certainly see a positive impact on exports and imports from these regions. Therefore, the CTPA will continue to monitor trade data
but with renewed interest. To-date, the EU has been the main trading partner for the UK, facilitated by the single market and common regulatory framework. While we do not expect a drastic change in the trade level with the EU,
