If a substance is listed on Annex IV it must be used according to the instructions or restrictions detailed in the entry. The finished product must also be safe.
An ingredient listed in this Annex can be used for a purpose other than as a colorant so long as it is used in accordance with these restrictions.
The only exceptions to this would be substances that also have a listing in Annex III to permit their ‘other uses’ at different levels. Because Annex III is a list of substances prohibited except when used in accordance with the specified restrictions, this effectively bans any other uses apart from those stated in Annex III or those included under the positive lists (Annexes V to VI).
If a colorant does have another use listed elsewhere in the Annexes, this will be identified as a footnote in Annex IV.
