The substance is prohibited for use in cosmetics and therefore cannot be used.

 

Nano-forms of substances in Annex II are covered by the listing and so are also prohibited. For more information on nanomaterials see the European Commission’s webpage on nanomaterials in cosmetics.

 

The Cosmetics Regulation does allow for the unintended presence of traces of prohibited substances provided they are technically unavoidable under good manufacturing practice (i.e. cannot reasonably be removed during or after manufacture) and that the finished product is safe.
