EU Commission Guidance for Leave-on Alcoholic Hand Products

On 16 November 2020, the EU Commission has published its Technical Document on product claims for leave-on hydroalcoholic hand gels in the context of the COVID-19 pandemic, agreed by its Sub-Working Group on Borderline Products.

The document is a guidance, to be used and implemented by EU Member States authorities while carrying out individual assessments of cosmetic products; it complements the EU Commission Guidance on the applicable legislation for leave-on hand cleaners and hand disinfectants.  The Technical Document only applies to claims made for leave-on hydroalcoholic hand gels during the COVID-19 pandemic, which could be classed as cosmetics or biocides depending on their primary function, secondary claims and overall product presentation.

The guidance provides a negative list of claims, a negative list of reference or allusions and a negative list of pictures or graphical elements that cannot be used for cosmetic products.

The UK Government confirmed that they will not be changing their current position, and the guidance remains applicable only in the EU.  For more information, please view this news item.
