The Cosmetic Product Notification Portal (CPNP) is the online notification system created for the implementation of the requirements under the new Cosmetics Regulation.
This Regulation requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit through the CPNP some information about the products they place or make available on the European market.
The CPNP is making this information available electronically to the Competent Authorities (for the purposes of market surveillance, market analysis, evaluation and consumer information) and to the Poison Centres or similar bodies established by Member States (for the purposes of medical treatment).
From 11 January 2012 the CPNP became accessible to Competent Authorities, European Poison Centres and cosmetic products responsible persons and will become accessible to cosmetic products distributors as from 11 July 2013.
The European Commission has issued guidance.
When registering to use the CPNP you must first set up users (staff carrying out the notification) and organisations to which users are attached.
There are three websites that you must use in order to register users, register the organisation and notify products. These must be used in the correct sequence:
- Usernames and passwords are registered using the ECAS (European Commission Authentication Service) system: https://webgate.ec.europa.eu/cas/.
- A second website, the SAAS (DG Sanco Authentication Authorisation System) website, allows organisations to register as responsible persons or distributors: https://webgate.ec.europa.eu/saas.
- Finally, once organisations and users have been registered and permitted to access the system, notifications can be made via the CPNP: https://webgate.ec.europa.eu/cpnp.
